环球出国受邀参加了国际投资移民理事会IMC在迪拜举办的2024投资移民论坛，这是一个为期四天的行业瞩目的盛会。从4月16日至19日，加勒比国家的各个移民局官员纷纷现身。环球出国迪拜公司总经理Irina Kush借此机会在活动现场采访了格林纳达移民局副局长Karline purcell。她为大家介绍了格林纳达投资入籍计划，并且面对目前备受关注的加勒比国家联合签署的协议备忘录，谈论了格林纳达的投资入籍计划会做出怎样的调整。

环球出国迪拜公司总经理Irina Kush：您可以为我们简单介绍一下格林纳达项目吗？

格林纳达移民局副局长Karline purcell：当然。我们的项目已经有十年的历史了。实际上今年是我们10周年庆的纪念，而且也为了庆祝，我们重新定义了我们项目的品牌。我们不再是格林纳达投资入籍计划（Grenada Citizenship by Investment Unit），我们重新更名成为格林纳达投资移民局（Investment Migration Agency Grenada）。

期待我们可以成为一个更完整的项目。这基于来自包括英国、欧盟、甚至是美国等国际利益相关者提出的建议，是我们调整的方向。为此，我们也针对效率和资源做了很多努力，目的是为了让我们的项目成为一个更完整的项目，这也是让我们项目得以被人熟知的优势。

通过我们的项目，我们提供便利的全球流动性，提供给一些需要的人。成为格林纳达的公民，您来到一个安全性非常高的地方。格林纳达有很棒的大学，圣乔治大学是我们有的非常好的一个医学大学。我们在旅游业也非常强，这是一个非常适合居住的小岛。所以成功投资入籍，拿到你们的公民身份后，你就有这些可以探索的选项。除了选择个人探索之外，还可以带家人一起。

Irina：祝贺你们的新品牌形象，确实很美。还有一个问题是比较关键的问题，就是现在关于四个国家共同签署的关于涨价的协议备忘录，可以给我们讲讲关于这件事吗？

Karline ：当然，我们显然还在处理这个3月20日签署的备忘录。所以我们还在调整中，不过其中一部分已经确定。包括投资额门槛上涨为20万美金。我们知道现在国家发展基金投资额是15万美金，这个价格会不可避免地上涨。

当然我们也在看房产选项会怎么变化。目前的门槛是22万美金。那么实际上现在已经开始讨论这件事情了，我们会进行相关的分析。我们还会与利益相关者对话。所以在适当的时候，大家会知道确切的改变是什么样的。

不过可以确定的是涨价一定会发生的。

Irina ：好吧，我们还是很爱格林纳达。我们将会更努力的为格林纳达寻找并带来更多的申请，为这个国家的发展带来大的影响力。

Karline ：非常感谢你们。其实你们知道这个即将到来的涨价，我相信我们已经提供了一个非常高价值的产品，这样的价值实际上可以弥补任何的涨价。我们加勒比国家政府介绍这些投资类的项目时，为了我们可以充分投资，通过这些项目吸引的投资，为了政府可以受益，公民们也可以从中受益。你们的客户投资后也立刻就能成为新的公民，也可以从中受益。

Irina：而且格林纳达是仅有的一个国家可以给E2签证过渡到美国的。当然，目前有这个变化需要在格林纳达居住3年的时间。不过格林纳达的环境和位置给家庭一个机会在这里居住3年，享受格林纳达并决定下一步目标。

Karline ：也许投资房产，他们有可能投资到一个房产让他们有机会在里面居住一段时间。现在有很多人全世界的居住并且远程办公，所以也许有人想要在海滩边上工作呢。

Irina: Can we ask you some questions about the Grenada program？

Karline: Yes, so our program as you know we've been around for 10 years now. Actually this year we celebrated all of 10 anniversary, and with that, we rebranded the program. We're no longer the Grenada Citizenship by Investment Unit. We've rebranded to the Investment Migration Agency Grenada.

Looking forward to a more holistic program as we move forward. Based on ideas that have been coming from our international stakeholders, the UK um the EU, and even the US. We are moving in that direction. So with that, we've also done a lot of work around for efficiency and resourcing. Our program has great integrity. It's one of the things we're known for.

As part of our program, we offer great mobility in our program for persons who are looking for that. You know just being a citizen of Grenada, a part of a family where safety is high. Grenada has a very primary great university, Saint George University. It's one of the best medical universities we have around. We're big on tourism as well, so it's an awesome island just to be in to regenerate. So even after being a part of that family or after getting your citizenship, you have those options that you can explore for you and your family.

And if you noticed our new branding is a combination of a thumbprint. And the maze, the maze which covers nutmeg. It's a part of the nutmeg. So our spices are crucial to you know the Grenadian people. And we're hoping that our new citizens will feel the same way.

Irina: Congratulations on your new image. It's very beautiful. And one more like is a critical question， Which is like right now all over about the last memorandum which was signed by 4 countries about the price increase. Can you tell just a couple of words about it?

Karline: Yeah, well we are still obviously in the process of this memorandum was be signed on it 20th of March. So we're still tweaking but a part of that includes a minimum investment sum of 200,000 which has been determined. As you know right now minimum investment for NTF is 150,000. So the price will inevitably increase.

And we're looking to see what might happen to the real estate as well. The entry level is 220,000. Conversations are happening now already. We are having conversations with all of our stakeholders.

So in due course, you will know exactly what that is going to be. But there is going to be a price increase.

Irina: Well we still love Grenada. We are going to work more with Grenada to bring more applications and to bring a big impact to the development of the country.

Karline: Thank you so very much. And you know the price increase that's gonna come, I believe we do offer the value already in the product that we have. That can definitely compensate for any price increases. At the end of the day our Caribbean governments introduce these investment-type programs so that we can maximize the investment that we're able to attract through these programs. So that the governments can benefit, the citizens can benefit and your clients becoming new citizens on Day two exactly can benefit.

Irina: And Grenade is the only country which is giving you an E2 pass to the US. Of course, There will be changes that you have to right now to be domicile for three years. But still, the environment and position in Grenada give the opportunity to the families to stay three years, enjoy Grenade, and then take their next step.

Karline: Invest in properties that they would have invested in. They may have now the opportunity to live in it for a little bit. You know there are lots of people living around the world who are able to work remotely. So you may want to be able to work from the beach every day!
